Challenge
The HYPACK project was established to address a barrier to the growth of the green hydrogen industry in Chile and Latin America: the absence of local capability to manufacture and assemble electrolyzers. At the outset of the project, electrolyzer supply relied heavily on imports, leading to long delivery times, high logistics costs, limited after-sales support and reduced flexibility for developers seeking to deploy hydrogen projects at scale. These constraints threatened both project viability and the development of national industrial capability.
Solution
HYPACK was established to evaluate and develop the technical, commercial and industrial foundations required for local electrolyser assembly capability in Chile. The project brought together a consortium including industry, technology providers, academia and engineering partners to establish the local assembly of PEM and alkaline electrolysers, supported by formal governance, certification, training programs and supplier integration.
The project evaluated the feasibility of establishing a national electrolyser assembly capability and identified the technical, operational and supply chain requirements needed to support future deployment. Through this work, HYPACK contributed to a better understanding of how local manufacturing and assembly could strengthen Chile's hydrogen ecosystem, reduce dependence on imported systems and support the long-term development of regional industrial capability.
